SEAL OF BILITERACY
The Seal of Biliteracy is awarded by the Hatboro Horsham School District and certifies that the student has attained an intermediate-high level of proficiency in English and one or more world languages. The HHSD Seal of Biliteracy Committee certifies that the student has met all of the defined requirements upon graduation.
Students may apply for the Seal of Biliteracy in any grade, but must be evaluated in English and World Language in grades 9-12. We suggest students apply in 11th grade.

Hatboro-Horsham School District Requirements
To earn the Seal of Biliteracy in the Hatboro-Horsham School District, students must meet the following criteria:
REQUIREMENTS
• Complete all graduation requirements at Hatboro-Horsham High School
• Earn an average of 80% or higher in all English classes
ENGLISH PROFICIENCY
Meet one of the following requirements:
• Score Proficient on the English Keystone or PASA test
• Score 3 or higher on an AP English exam
• Meet WIDA reclassification requirements by graduation
• Present transcripts from a school outside the U.S. that include:
– Three years of instruction in the home language in grade 8 or beyond
– 80% or above average in all classes
WORLD LANGUAGE PROFICIENCY
Meet one of the following requirements:
• Earn an average of 80% or higher in all World Language classes taken at HHHS
• Score Intermediate-High or above on a World Language assessment (STAMP 4S)
• Provide proof of proficiency in a world language not taught at HHHS through:
– The STAMP 4S Test
– A transcript or other acceptable evidence
WHAT IS THE STAMP 4S TEST?
The STAMP 4S (Standards-based Measurement of Proficiency) is a general language proficiency assessment that measures Reading, Writing, Listening, and Speaking skills.
