Who are English Learners and how are they identified?
English Learner (EL) refers to a student who does not speak English or whose native language is not English. ELs require specialized or modified instruction in both English as a second language, and in the language of the academic content areas. The district provides a home language survey to families at registration, and interviews families who indicate their child speaks a language other than English at home. The following links provide information about how students are identified as English Learners when they enroll and how we monitor growth in English language acquisition.

My child is an English Learner. How is my child's language development supported at school?
Hatboro-Horsham School District provides English Language Development through both pull-out instruction and sheltered content instruction in the regular education classroom. Teachers working with ELs include ESL certified teachers and content area teachers who have been trained in the SIOP model for providing sheltered content instruction. How do I know if my child is making progress?
Schools use a variety of assessment methods to monitor student progress in meeting PA English Language Development Standards. Assessments include formative and summative classroom based assessments, district benchmark and curriculum based assessments, and the annual state assessment for ELs, the WIDA ACCESS 2.0. This link provides information about requirements for sharing information with parents about their child's English language development, and how to interpret the scores from the anual WIDA ACCESS assessment.

Who is WIDA?
WIDA stands for World-Class Instructional Design & Assessment, and is a consortium which provides standards and assessments for English Learners. The state of Pennsylvania is a member of the WIDA consortium and uses WIDA assessments to measure growth in English language acquisition. WIDA ACCESS 2.0 is given midyear to eligible English Learners and score reports are mailed to parents during the summer.

When do English learners exit the ELD program?
Hatboro-Horsham School District follows Pennsylvania Department of Education guidelines for exiting ELD services. Click on the link here for PDE exit criteria.
